**This hybrid role can be based in either Dublin or Cork and will be appointed as a specific purpose contract**
The Department of the Environment, Climate and Communications’ (“DECC”), ‘Energy Security Package’, Action 17 has identified that Ireland needs a strategic gas emergency reserve to achieve security of gas supply during a supply interruption as Ireland makes a secure transition to majority renewable energy.
DECC has engaged GNI to prepare a substantive proposal for the optimal solution to deliver the strategic reserve project. GNI has created a separate internal team which is responsible for progressing the strategic gas emergency reserve initiative which is responsible for assessing viable technical solutions, developing a comprehensive business case and programme plan for delivery.
The Role:
Reporting to the Project Director, the Engineering Manager will have responsibility for managing and driving all technical engineering aspects of the project including the design process, procurement, construction, commissioning, safety and environmental. The Engineering Manager will manage the performance of the design/technical engineering teams (internal and external) and ensure a high quality design is delivered to the project. The successful candidate will have the ability to lead teams, manage a wide range of technical engineering external suppliers and consultants, to effectively diagnose technical issues and have excellent knowledge of gas related process design.
Duties and Responsibilities:
* Lead the technical engineering team in delivering a robust, industry standard ALARP solution in line with project schedule.
* Effectively coordinate internal and external technical resources to deliver all technical inputs.
* Collaborate with the project Safety and Environmental functions and the overall project team to ensure technical, safety and environmental cohesion.
* Engage, manage, challenge, and co-ordinate specialist technical consultants and ESP’s (including Pre-FEED and FEED consultants, Client Engineer, contractors’ designers, contractors, suppliers, utility designers, etc.) in completing the design/technical elements of the project, including but not limited to;
* Development of a suitable project design process in accordance with the design principles in the Engineering Design Manual and industry best practice
* Development and completion of FEED and EPC scope of works for the selected technology solution.
* Procurement and award of the FEED consultant, Client Engineer and Construction Contractor (EPC - Engineering, Procure, Construct) scopes of work.
* Completing Pre-FEED (Front End Engineering Design) scope of work.
* Completing FEED scope of work.
* Completing EPC / contractor design scope of work.
* Procurement and award of construction contracts and vessel supply contracts.
* Procurement and award of technical engineering peer reviews of deliverables as required.
* Overseeing and controlling the development of all technical engineering aspects for the project.
* Development and completion of all other design and technical aspects.
* Development and monitoring of project controls (project budget, cost estimates, risk registers, schedules).
* Oversee the development of task orders for design services as required. providing technical input into the IPA (Infrastructural Planning Authority) Routemap process as required, including supporting and informing the project asset management initiative.
* Contribute to Process Safety studies such as but not limited to HAZID, HAZOP, HAZAN and QRA.
* Contribute to the overall site selection process.
* Contribute to the overall planning process.
* Manage and control design/equipment budget costs and contribute towards driving efficiencies within the design/engineering process.
* Support the internal and external project consenting process in relation to the project and ensure compliance with relevant policies and requirements.
* Contribute to managing collaborative relationships, including the active management of relationships with key external stakeholders (e.g. Departments, CRU, NewERA, Regulators) on technical matters relating to the Project
* Responsible for the technical elements of the multi annual Budget, Business Planning, Forecasting and Strategic planning processes.
* Review and approval of payment applications from technical experts including contract management of their services.
* Provision of high-level technical support and assistance to all departments and relevant stakeholders.
* Preparation of reports and communication to senior leadership on technical aspects of the project.
* Ownership of technical control documents (decision register, RFI tracker, basis of design, BIM, project requirements document, deliverables register, functional specification, etc.)
* Work closely with Project Managers to ensure all costs and timelines associated with the project are identified, recorded and reported appropriately.
* Performing other duties as assigned from time to time.
Knowledge, Skills and Experience:
* Degree in Engineering with a minimum of ten years engineering ‘design’ experience.
* Proven track record in leading multi-disciplinary design projects.
* Proven track record of effectively appointing, engaging and managing external technical specialists and engineering service providers.
* Have an excellent knowledge of H&S standards and risk management systems e.g. Design Risk Assessment, HAZOP, QRA et
* Board working knowledge of broad knowledge spanning disciplines such as COMAH, Land Use Planning, marine engineering and process engineering.
* Have a good working knowledge of relevant Gas Standards, Codes of Practice and Statutory Requirements.
* Enthusiastic self-starter with a proactive approach to problem solving and process development.
* Proven track record with dealing with complex issues, proactively and in a timely fashion, along with the ability to communicate complex information to others.
* Excellent interpersonal and strong leadership skills and the ability to influence, advocate and persuade both internally and externally.
* Facilitate the implementation and acceptance of change.
* Provide coaching in the development of technical skills and abilities in others.
* Proactively identifying new areas of learning and using newly gained knowledge and skill on the job.
* A good understanding of business operations and the commercial viability and impact of technical / professional decisions on the performance of the organisation.
