Head of Delivery (SDLC & JIRA) – Must be willing to relocate to Saudi Arabia

We are looking for a Head of Delivery (Consulting, SDLC & JIRA Process Management) for a FinTech company based in Riyadh.
Location – Riyadh, KSA - *Must be willing to relocate to Saudi Arabia*Salary – 35,000 – 45,000 SAR/month + relocation assistance (flight and hotel stay)
Qualifications:10+ years of experience in SDLC governance, Agile delivery, and process consulting.Expert knowledge of JIRA, Confluence, and the Atlassian ecosystem.Deep experience with Agile methodologies such as Scrum, SAFe, and Kanban.Proven experience in workflow automation, process standardization, and enterprisescale delivery governance.Excellent leadership, stakeholder engagement, and change management capabilities.Experience with distributed, cross-functional teams in global delivery environments.Certifications such as SAFe Agilist, Certified Scrum Master (CSM), or PMI-ACP.Hands-on experience with JIRA API, Groovy scripting, and automation plugins.Familiarity with DevOps, CI/CD, ITSM, and governance models like ITIL, CMMI.Prior experience working with consulting firms or on enterprise SDLC transformation programs.
Key Responsibilities:
Delivery & Process Governance Define and enforce best practices for software development life cycle (SDLC) and delivery processes.Standardize Agile frameworks and DevOps best practices across multiple teams.Design governance models and compliance frameworks aligned with business objectives.Drive risk mitigation and continuous operational improvement across the delivery lifecycle.JIRA & Workflow Optimization Take ownership of JIRA administration, workflow automation, and tool customization.Integrate JIRA, Confluence, and other delivery tools into a cohesive project management system.Create and maintain insightful JIRA dashboards and automated reports.Optimize workflows to support a range of delivery methodologies including Scrum, Kanban, and hybrid models.Agile & SDLC Transformation Lead Agile transformation initiatives across distributed teams.Roll out and coach teams on frameworks like Scrum, SAFe, LeSS, and Kanban.Facilitate training in backlog grooming, sprint planning, and Agile ceremonies.Establish continuous feedback loops and improvement mechanisms.Stakeholder Management & Alignment Act as a key liaison between development, operations, and business units.Engage with executive leadership and delivery heads to ensure process alignment.Define and track performance KPIs to measure delivery and process effectiveness.Automation & Tooling Strategy Drive automation in project tracking, approvals, and reporting workflows.Integrate JIRA with CI/CD pipelines, ITSM platforms, and DevOps workflows.Ensure compliance with ISO, ITIL, and CMMI standards across delivery processes.
About the Role:We are looking for a dynamic and highly experienced Head of Delivery to lead our consulting and process management function across SDLC and JIRA ecosystems. The selected candidate will not be responsible for software testing teams, but instead will focus on process governance, Agile delivery enablement, JIRA optimization, and cross-team alignment to improve efficiency, visibility, and operational success in software development environments.
This role requires strong expertise in JIRA, Confluence, Agile frameworks (Scrum, SAFe, Kanban), and SDLC governance, and involves leading a team of process experts and consultants to streamline delivery workflows and support strategic initiatives.
