Summary Of The Business

The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include the State Claims Agency, the New Economy and Recovery Authority (NewERA), the Ireland Strategic Investment Fund and the National Development Finance Agency. The NTMA also assigns staff to the National Asset Management Agency (NAMA), the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). See for more details.

Future Ireland Funds

In October 2023, the Minister for Finance announced the proposal to establish two new funds, namely the Future Ireland Fund (FIF) and the Infrastructure, Climate and Nature Fund (ICNF). The NTMA will oversee and manage both the FIF which aims to ensure steady and long-term support for state expenditure from 2041, and the ICNF which is designed to bolster state spending after 2026 in response to economic downturns or to fund environmental initiatives between 2026 and 2030. Following the Minister’s announcement, the landmark Future Ireland Fund and Infrastructure, Climate and Nature Fund Act 2024 was signed into law in June 2024.

The NTMA is establishing a new business unit, the Future Ireland Funds, to manage the FIF and ICNF and is seeking suitable candidates for a number of key roles. This is an exciting opportunity to join a new and growing team to deliver this significant new mandate .

Role Summary

The Investment Manager – S&RI will play a key role in the team responsible for developing and evolving the S&RI approach and processes, to ensure the NTMA keeps pace with market developments, stakeholder expectations and legislative standards.

Communications on this approach and related implementation are a key part of the role as well as measuring, monitoring and reporting on key ESG metrics.

The role offered provides an ideal opportunity for a high-calibre candidate to be at the forefront of the Future Ireland Funds’ S&RI strategy and implementation. A key part of the role will be working with the NTMA’s external investment managers and partners thus gaining exposure to the best in class firms in the investment management industry.

We are looking for a candidate who will be passionate about S&RI and ESG matters in an investment context.

The successful candidate will support the team in delivering all S&RI requirements including the assessment of investment proposals, internal & external reporting, driving the NTMA’s ESG credentials & reputation and related stakeholder engagement.

All members of the Future Ireland Funds team are required to remain flexible to respond to the dynamic nature of the mandate – this may require team members to apply their skills outside of their core areas of responsibility, from time to time.

Principal Accountabilities

The Investment Manager – S&RI will be required to work alongside the members of the Future Ireland Funds team across the full range of the Funds’ investment activities. Some key activities include:

* Continually review and enhance the Future Ireland Funds’ Sustainability and Responsible Investment approach
* Evolve reporting processes, data collection and metrics
* Assess ESG risks across the investment portfolios
* Identify emerging risks and develop an approach to managing such risks accordingly
* Support the investment teams to advance their ESG strategies
* Provide ESG insights to colleagues, communications team and stakeholders
* Deliver and enhance internal and external sustainability reporting requirements

Knowledge And Experience

The Ideal candidate will:

* Have a relevant third level degree qualification; Advanced degree, and/or CFA designation are helpful
* Demonstrate a keen and well-informed interest in sustainable and responsible investment.

Experience

* Minimum 7 years’ experience in the Sustainable Finance sector preferably within an investment/fund management environment, or equivalent investment/finance/project management experience that allows the candidate pivot into this arena
* Experience developing and delivering strategies involving input from, and coordination across, multiple stakeholders
* Knowledge of investment/fund management industry desirable.

Experience in managing direct reports is desirable but not essential

Pension Abatement

If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
