Procurement Lead required Public Sector (Construction) - Dublin €65k - €100k DOE
Your new company:
A highly renown & regarded educational institute in Dublin City who are experiencing a growth phase in construction refurbishments & new buildings on their busy campus. As part of a major capital reinvestment, this institute requires a full time procurement lead to manage the upcoming schedule of work.
Your new role:
Advise and support on areas of project procurement strategy such that Cost, Risk and Delivery requirements are met.
•Analyse the TSRP project requirements to produce an agreed procurement project listing.
•Determine a prioritised schedule with project owners with focus on budget, deliverables and risks.
•Devise sourcing and contract strategy across the agreed project listing e.g. CWMF, bespoke, OGP framework, standalone standard contract, in line with the Public Spending Code.
•Work with budget-holders, internal service providers and key users to plan, organise and co- ordinate the full range of procurement activity necessary for the successful delivery of the project-set.
•Engage with selected legal services provider to deliver on-time contracts.
•Co-ordinate regular meetings of stakeholders to provide input and feedback on current and planned projects.
•Provide advice and compose instructions for any Trinity staff and construction consultants engaged and suitably authorised by TSRP, to access frameworks.
•Develop reports from the Financial Information System (FIS) and other sources to show project progress, spend and sourcing activity for internal and external stakeholders.
•Ensure alignment with the Project Management Office (PMO) processes.
•Support stakeholder and user requirements as necessary.
•Liaise with the Office of Government Procurement (OGP), Local Government Operational Procurement Centre (LGOPC) and other agencies as required.
•Review the processes and policies in place to ensure that all opportunities for achieving Value for Money are identified and acted on.
•Manage audit engagement processes including records retrieval, queries and follow-up actions
What you'll need to succeed:
The successful candidate will have the ability to work collaboratively and make a full contribution as a part of the Project Team, to relate to all stakeholders, demonstrating a sensitivity to academic issues and to influence people outside the spheres of normal Financial Services Division and College activity. Candidates must have a construction-related degree e.g. Surveying, Engineering, Architecture or a relevant field. A postgraduate qualification and/or a procurement qualification would be an advantage. Candidates must have a minimum of five years relevant work experience in the procurement of works and facilities programmes. Knowledge and experience of public procurement of the Capital Works Management Framework as well as Property Related Professional Services is essential.

* The Procurement Lead has a Salary range: €65k - €103k) – this is a 6pt scale and the offer will be based on previous (evidenced) salary otherwise the appointment defaults to Pt.1for new entrants to the Public Sector.
* It’s a project-specific position, operating as part of a Procurement Team.
* This is a Specific Purpose Contract, rather than fixed term, linked to a 4-year new build.
* The annual leave entitlement associated with this role is 30 days per annum.

* Per the spec, the client is seeking a procurement professional with a construction or engineering background.
* Candidates must be comfortable with European/public sector procurement guidelines and practices.
